【摘要】:1.1ThisguidecoversredevelopmentofaBrownfieldspropertyforallstakeholders.ThisguideidentifiesimpedimentstoBrownfieldsdevelopmentandsuggestssolutionstofacilitateredevelopment.BothgovernmentandcommunitygroupsareconcernedwiththequalityofBrownfieldsredevelopmentandwishtoensurethattheredevelopmentwillnotonlyprotectpublichealthandenvironment,butalsobeeconomicallyviableandbenefitthecommunity.ThesustainableBrownfieldsredevelopmentprocessisavoluntaryeffortthatactivelyengagespropertyowners,developers,governmentagencies,andthecommunityinconductingcorrectiveaction,economicevaluation,andotheractionstopromotethelong-termproductivereuseofaBrownfieldsproperty.TheprocesscanmakegreatstridestowardsustainableredevelopmentsinceitencourageseconomicvitalityofanareawhichinturncanreduceothersocialproblemsatBrownfieldspropertiesincludingpoverty,unemployment,andcrime.1.2ItistheintentofthisguidetoencourageasustainableBrownfieldsredevelopmentprocessthroughresponsibleprivate/publicinvestmentandredevelopmentofBrownfieldsproperties.Brownfieldsredevelopmentisnotstrictlyanenvironmentalissue.Insomecases,theenvironmentalissuesmaybeaminorcomponentoftheredevelopmentproject.Theinterrelatedfinancial,regulatory,andcommunityparticipationaspectsofBrownfieldsredevelopmentshouldalsobeaddressed.Decisionsmadeinoneoftheseareasmayaffectresponsesinotherareas.Forexample,acommunity''sgoalsfortheultimateuseofapropertymayaffectcorrectiveactionandthecostofpotentialremedialactionthat,inturn,mayenhancetheredevelopment.1.3Thisguideisintendedtodescribeahighlyflexibleprocess.Thisprocessisnotlinear,andnoteveryprojectrequiresfulluseofallcomponentsoftheprocessforeffectiveimplementation.Thekeytotheprocessistheactiveengagementofgovernment,developers,andthecommunitytoensuresuccessfulsustainableBrownfieldsredevelopmentprocess.
